From the Aug 2020 Navy News............Cdr Stephen F Carter 'crossed the bar' on 10 June 2020 aged 70
He was the Supply Officer as a Lt in Lowestoft during the 1979-1980 era.
Also served in HM Ships/Submarines Penelope, Finwhale, Rame Head, Resolution, Turbulent and Birmingham.

Very sad news, a great guy and was my Divisional Officer after Sir Nick Wight got his half stripe and moved on. From what I remember he was a fair man respected by all his staff. Sleep tight Sir your duty is done
